Google Shopping in Estonia: a small market that shops online anyway

Estonia is a euro market in the second 2026 wave. Set up early so your Shopping ads route through The CSS Partner from launch, with up to 25% more bid power, because Google's margin of up to 20% no longer comes off your bid.
Small population, unusually high online share
Estonia has roughly 1.3 million people. That is a small auction by European standards, and it is the reason early cost per click in a new market is the lowest it will ever be.
It is also a population that does its public administration online by default. The friction that keeps older markets offline is largely absent here, so the share of retail that happens online runs ahead of what the population size suggests.

Estonian is not related to the languages next door
Estonian is a Finno-Ugric language. It is not close to Latvian or Lithuanian, and a translation memory built for the other Baltic markets will not carry over.
Budget for Estonian translation as its own job rather than as part of a Baltic bundle. Titles especially: they are the field Shopping leans on.
It also has fourteen cases, so a title in the dictionary form often does not contain the form a shopper actually types.
The shop systems here, and how they reach Merchant Center
Two source families agree that WooCommerce and Shopify are Estonia's two most-used shop systems, though they disagree substantially on Shopify's actual share, from roughly 8% to nearly 20% depending on the data. One source family additionally names Voog, an Estonian-built platform, as a notable third option, a claim the other dataset does not confirm. WooCommerce connects to Google Merchant Center via the official Google for WooCommerce plugin, and Shopify via the Google and YouTube sales channel.
Frequently asked
Is Estonia in the eurozone?
Yes, since 2011.
Can I reuse a Latvian or Lithuanian feed?
No. Latvian and Lithuanian are related to each other; Estonian is related to neither.
Does Russian matter in Estonia?
A substantial minority speaks Russian at home. A second feed language is a decision to make deliberately once you can see your own search terms, not a default to switch on.
Does switching CSS mean changing my product feed?
No. The switch only changes which authorised CSS submits the ad that Merchant Center already builds from your feed. However your catalogue reaches Merchant Center today, it keeps reaching it exactly the same way.
Is there a setup fee or a minimum contract?
No setup fee, and no lock-in: cancel from your portal whenever you like. You also have 60 days after going live to change your mind for a full refund, no questions asked.
Do you build a custom feed, or use what I already have?
We use the feed you already send to Merchant Center. There is nothing new to build, and no separate export just for us.
Is my data shared with anyone new by switching?
No. A CSS only submits the ad your Merchant Center feed already builds; it does not see your website, your customers or any data beyond what Merchant Center already exposes to any authorised party.
Is there a limit on how many shops I can add?
No. Pricing is per shop with an automatic volume discount from five shops, calculated from your total. Adding more shops later just recalculates that total; it does not require a new agreement.
Who do I actually talk to if something needs fixing?
A real person on our side, not an anonymous ticket queue. Support, billing and cancellation are all handled from the same portal you use to add a shop.
Does the switch pause my ads while Google processes it?
No. Your ads keep running the entire time, under whichever CSS is currently submitting them, until the new one is confirmed. There is no gap in coverage.
Does this work if I already run Performance Max, not just standard Shopping?
Yes. The bid-power effect applies to the Shopping portion of a PMax campaign specifically; the rest of the campaign runs exactly as before, because the switch happens in Merchant Center, not inside the campaign itself.
