A CSS, or Comparison Shopping Service, is an independent partner approved by Google to place your Shopping ads for you. Instead of running your products through Google's own comparison service, you run them through an independent one. You keep the exact same campaigns, the same product feed and the same Merchant Center. The only thing that changes is who submits your bids, and that single change lowers your click price by up to 20%.
Why this matters in United Kingdom
A regulated right, not a discount
In 2017 the European Commission fined Google 2.42 billion EUR for favouring its own shopping service, and forced it to give independent Comparison Shopping Services equal access to the Shopping auction (case AT.39740, upheld by the Court of Justice in 2024).
